Your Gas Water Heater Has a 2030 Expiration Date in California

If your home still runs on a gas water heater, you may have heard rumblings about upcoming changes in California. By 2030, regulations are expected to restrict the sale and installation of traditional gas tank and gas tankless water heaters in the state. For many Downey homeowners, that means the window to replace your current unit with the same type of equipment is getting shorter every year.

Hot Water Heaters Services

At Downey Plumbing, Heating & Air Conditioning, we have been serving Downey and surrounding communities since 1932. Our licensed technicians (CA License #731172) work with homeowners every day who have questions about these changes. Our goal here is simple: give you the clearest, most honest explanation of what is coming, what your current options are, and why acting on your own timeline is almost always better than waiting for an emergency.

What Is Actually Changing in 2030?

California’s move toward electrification has been building for several years. The California Air Resources Board (CARB) has adopted rules that are expected to phase out the sale of new natural gas-fired water heaters beginning in 2030. This does not mean your existing water heater will be illegal to operate after that date. What it does mean is that when your current unit fails, a direct gas-for-gas replacement may no longer be an available option under state regulations.

For context, the California Air Resources Board has been advancing clean air standards across appliance categories for years, and water heaters represent a significant portion of residential natural gas consumption statewide. These regulatory changes are part of a broader effort to reduce greenhouse gas emissions from buildings.

It is also worth noting that California is not the only state heading in this direction. Similar discussions are underway in Washington, New York, and other states, so this is a trend that affects the appliance industry broadly.

Why Most Homeowners Wait Too Long

Water heaters are one of those appliances that tend to get ignored until the moment they fail. Most tank water heaters have a lifespan of 8 to 12 years. If yours is approaching or past that range, it is statistically more likely to fail in the next year than to last another five.

The problem with waiting is that a failed water heater forces a rushed decision. You are without hot water, a plumber is standing in your home, and you are trying to evaluate your options in real time. That is not when most homeowners make their best choices.

Here are some signs your water heater may be closer to the end than you think:

  • It is 8 to 10 years old or older
  • You notice rust, corrosion, or any sign of leaking around the base
  • Hot water runs out more quickly than it used to
  • Your energy bills have increased without an obvious reason
  • You have needed repairs in the past couple of years
  • The unit makes popping, rumbling, or banging sounds during heating cycles

If one or more of these apply, scheduling an inspection now gives you the ability to plan on your terms rather than react to a breakdown.

Your Water Heater Options Before 2030

Downey homeowners currently have three main categories to consider. Each has a different set of tradeoffs, and the right choice depends on your household size, your home’s existing infrastructure, your budget, and your long-term plans for the property.

Traditional Gas Tank Water Heater

A new gas storage tank unit remains the most straightforward replacement for most Downey homes with existing gas lines. Installation is typically faster than other options, and the upfront investment tends to be lower than a tankless or heat pump system. Manufacturer warranties generally range from 6 to 12 years depending on the brand. SoCalGas currently offers rebates of $300 to $575 on qualifying high-efficiency storage water heaters with a UEF of 0.64 or higher on units that are 55 gallons or less.

Gas Tankless Water Heater

Tankless systems heat water on demand rather than keeping a stored tank hot around the clock. That means endless hot water and greater efficiency compared to a traditional tank. Tankless units also have a longer expected lifespan and take up significantly less space, which matters in homes with tight utility areas. SoCalGas currently offers rebates ranging from $80 to $1,500 on qualifying high-efficiency tankless water heaters that replace a tank-type unit in a single-family detached home. You can verify current qualifying models at energystar.gov.

Heat Pump (Hybrid) Water Heater

Heat pump water heaters work by pulling ambient heat from the surrounding air and using it to warm the water rather than generating heat directly. This process is significantly more efficient than either gas or standard electric resistance heating, which is why heat pump units are at the center of California’s long-term strategy. The upfront investment is higher than a gas unit, and installation may require electrical panel upgrades depending on your home’s current capacity. However, operating costs are lower, and these systems are the most future-proof option given where California regulations are heading.

Current SoCalGas Rebates Worth Knowing About

SoCalGas administers a Home Energy Efficiency Rebate Program that currently offers rebates on qualifying natural gas appliances. For water heaters specifically:

  • High-efficiency tankless water heaters: $80 to $1,500 (replacing a tank-type unit in a single-family detached home)
  • High-efficiency storage water heaters: $300 to $575 (UEF of 0.64 or higher, 55 gallons or less)

Rebates are funded on a first-come, first-served basis and the current program runs through December 31, 2026. If you are considering a qualifying replacement, acting sooner rather than later makes sense from a rebate standpoint as well. You can review current program details at socalgas.com/rebates.

Planning Ahead vs. Reacting to an Emergency

One of the most practical things you can do right now is simply get an assessment. During a service visit, our technicians can determine the actual age and condition of your current water heater, walk you through which replacement options are compatible with your home, and explain exactly how the 2030 changes apply to your situation.

Planning ahead also opens up financing options that emergency replacements rarely allow time for. Downey Plumbing offers flexible financing through Hearth with loan amounts up to $250,000, no prepayment penalties, and no home equity required. Approval is available with no impact to your credit score, and funding typically comes through within one to three days.

We also currently offer:

  • $100 off a new tank-type water heater installation
  • $200 off a new tankless water heater plus a free 12-year scaler filter

Both offers cannot be combined with other promotions, so ask about eligibility when you call.

We Understand Both Sides of This

Some homeowners are ready to upgrade and want to get ahead of the regulations. Others are frustrated that their choices are being narrowed by state policy. We work with both types of customers every week. Our job is not to push you in one direction. Our job is to give you honest information about what each option actually involves for your specific home so you can make the decision that fits your situation.

What we do want you to avoid is being forced into a rushed choice at the worst possible moment. A failed water heater in the middle of a workweek with a house full of people is not when most homeowners want to be comparing equipment specs and rebate eligibility.
